Board approves $9,500 to install additional landfill monitoring wells at NCDEQ request

On Oct. 9 Martin County commissioners approved Budget Amendment #5 to address a North Carolina Department of Environmental Quality request for additional groundwater monitoring near the county landfill.
Finance Director Cindy Ange told the Board that NCDEQ requested an additional monitoring well near a waste overfill area and asked the county to address both organic and inorganic (metal) groundwater exceedances. Smith Gardner, Inc. submitted a quote of $9,500 to install or replace four wells, coordinate drilling, prepare a report documenting field activities for NCDEQ, and revise the Water Quality Monitoring Plan. Surveying costs would be coordinated and paid directly by the county.
Commissioner Ronnie Smith moved to approve Budget Amendment #5; Vice Chairman Dempsey Bond Jr. seconded and the Board approved the amendment unanimously (5-0). The approved amendment increases expenditures in the Environmental Protection—Landfill line and increases restricted intergovernmental revenue by $9,500.
The work will be performed by Smith Gardner, Inc. and subcontracted drillers; the contractor will submit a report to NCDEQ and the county will update its monitoring plan. The Board did not discuss remedial cleanup actions at the Oct. 9 meeting; this action funds well installation and reporting in response to the regulatory request.
