Martin County approves $511,863 Community Transportation Program grant application for 2020–21

The Martin County Board of Commissioners held a public hearing on Sept. 11 and unanimously adopted the county’s FY2021 Community Transportation Program (CTP) / FTA Section 5311 grant application for Martin County Transit.
DSS Deputy Director Frank Halsey summarized the two-part request: an Administrative Budget of $137,107 (local share $20,566, administrative funds 80% federal/5% state/15% local) and a Capital Budget of $374,756 (local share $37,476, capital funds 80% federal/10% state/10% local). The combined request totaled $511,863, with a required local match of $58,042. Halsey said funds would be used for personnel-related administrative costs; renovation of a transit storage building; three vehicle replacements with ADA lifts; outdoor cameras; electronic trip scheduling software and iPads for drivers; and related security and training equipment.
The Board conducted the required public hearing and recorded no comments from the public. Commissioner Elmo “Butch” Lilley moved to adopt the Public Transportation Program Resolution and Vice Chairman Dempsey Bond Jr. seconded; the motion carried unanimously (5-0). The Board also adopted the Annual Conflict of Interest Policy, signed the Local Share Certification, and approved delegation-of-authority forms naming primary and alternate designees for reimbursements, budget revisions and contract execution.
The resolution authorizes the county manager or designated officials to submit applications to the North Carolina Department of Transportation and the Federal Transit Administration and to execute related agreements and certifications.
