Martin County asks NCDOT to consider adding subdivision roads to state system
Summary
The Board approved a corrected petition asking NCDOT to add Planters Lane and Windy Ridge Drive in White Oak Subdivision to the state secondary road system and confirmed earlier special assessments on the subdivision paving project.
On Oct. 9 the Martin County Board of Commissioners approved a resolution asking the North Carolina Department of Transportation to review and, if standards are met, add Planters Lane and Windy Ridge Drive in White Oak Subdivision to the State Secondary Road System.
The petitions correct an earlier submission that had misidentified Windy Ridge Drive as part of Planters Lane. County staff said paving of White Oak Drive, Planters Lane and Windy Ridge Drive was estimated at $175,000; the Final Assessment Resolution adopted Nov. 16, 2016, established a special assessment of $5,000 per unit to cover 100% of paving costs. Property owners were billed in January 2017 and paving was completed in July 2018.
Vice Chairman Dempsey Bond Jr. moved to adopt the corrected resolution and petitions; Commissioner Elmo “Butch” Lilley seconded the motion, and the Board approved it unanimously (5-0). The resolution asks NCDOT to take the road into the State Secondary Road System if the Division of Highways determines the road meets minimum standards and criteria.
The petition packets designate David Bone, the county manager, as the contact person for petitioners and instruct NCDOT to review the attached plats or deeds. The Board did not authorize funding beyond confirming the prior assessment and submitting the petition.
If NCDOT accepts the roads, the state would assume maintenance subject to the Division's review and standards.
