Valley View council approves emergency appointments, swears in new police officer

The Village of Valley View council on Dec. 2 approved multiple emergency ordinances to fill key village positions and passed an appropriation for year-end claims.
The council unanimously approved Ordinance 2025-12-2 appointing Glenn Lur as a full‑time police officer for the Valley View Police Department. The police chief said Lur was hired through a lateral-transfer process that included a polygraph, a CARDCO assessment, a background investigation and interviews, and that Lur brings about 10 years of law-enforcement experience from a neighboring department in Sagore Hills. After the vote the council administered the oath to the appointee and briefly congratulated him.
Council also approved a package of emergency appointments by voice or roll-call vote. Ordinance 2025-12-3 appointed David A. Lamrose as solicitor/law director; Ordinance 2025-12-4 appointed Larry Ellis as building commissioner; Ordinance 2025-12-5 appointed Rachel Sprouse as clerk of courts and clerk of police; Ordinance 2025-12-6 appointed Tim Harter as street commissioner/service director; and Ordinance 2025-12-7 appointed Todd Bonville as recreation director. The council suspended the rules to place each ordinance on third and final reading and then passed each measure with unanimous support.
The council also passed Ordinance 2025-12-1, an ordinance to pay certain claims for November 2025, and Ordinance 2025-12-8, amending Ordinance 2025-3-2 to provide additional appropriations for the fiscal year ending Dec. 31, 2025. Both financial measures were adopted after motions to suspend the rules and recorded unanimous votes.
In department remarks, the police chief announced an unexpected retirement: Officer Kuchek, who served more than 20 years in various capacities for the village (including firearms instructor and first-aid instructor), has retired. The police chief said the department is working to replace him and temporarily is using a fire-department instructor for first-aid training.
The meeting adjourned at 6:52 p.m.
