Committee advances bill to extend Safe at Home address protections to immigrant service providers

Assemblymember Bonta told the committee AB 2624 (the "Safe at Work Act") would expand the Secretary of State’s Safe at Home confidentiality program to immigrant‑serving organizations, their employees and volunteers so they can receive mail through a substitute address while keeping home and workplace addresses out of the public record.
Monica Madrid of the Coalition for Humane Immigrant Rights (CHIRLA) and Ruth Sosa Martinez of Power California Action described repeated doxxing, stalking and threats aimed at staff and volunteers who work with immigrant communities, saying those incidents divert resources from core services and put staff and families at risk. "No one should have to choose between serving their community and protecting their family's safety," Madrid said.
Opponents including the California Hospital Association and business groups urged caution on penalties and possible private‑right‑of‑action language; committee members asked technical questions about scope and enforcement. The author said the bill mirrors existing safe‑at‑home language and does not introduce a new private right of action; she noted the measure will move through Judiciary and Public Safety for further review.
