Northglenn council approves $158,084 railings and HVAC fixes, accepts donated hawk sculpture

Acting City Manager Jason Loveland told council staff recommended approving a $158,084 contract with Boots Construction Company to install lobby railings and address HVAC noise on the second floor. Loveland said the work responds to safety concerns about stair access and to an engineering noise assessment from Wave Engineering; staff estimated installation within 60 to 90 days and said the work would be funded from the Capital Projects Fund, which has roughly $470,000 remaining from initial construction contingency funds.
Council members asked whether the HVAC mitigation would affect building climate control and whether the issue reflected a design or construction problem. Loveland said staff had consulted the architects and mechanical engineers who designed the system and described the effort as a collaborative fix rather than assigning blame to a single party. Council member Leidy, who said she had previously fallen on the stairs, and others supported the safety and aesthetic upgrade.
The council moved and seconded the resolution approving the contract; the clerk closed the vote and reported CR84 passed unanimously.
On a separate vote, the council unanimously approved Resolution CR85 to accept the sculpture "Red Rover," a bronze red-tailed hawk purchased by the Northglenn Arts and Humanities Foundation. Arts, Culture and Community Manager Michael Stricker said the foundation secured funding for the purchase and recommended placement at Eleanor M. Wyatt Centennial Park and Sculpture Garden; the piece will be highlighted during the Aug. 1 sesquicentennial celebration and may be moved later as the park is redesigned.
