River Ridge CDD approves street sweeping, signage work, drainage easement and ratifies audit

At the Oct. 22 meeting the River Ridge CDD approved several operational items and received routine financial and regulatory updates.
Contracts and operational approvals: The board ratified an emergency Precision Cleaning, Inc. street-sweeping service for storm debris in a one-time amount of $1,475 and authorized staff to add additional week-to-week cleanings for the next month if necessary; the vendor completed eight passes and removed eight loads of debris. The Bowman Consulting Group proposal for landscape architecture services to support the Pelican Sound Master Signage Program was approved; neighborhood monument replacements will be funded from Pelican Sound replacement reserves. A template Grant of Easement for drainage from PSGRC to RRCDD was approved for use with itemized sketches and legal descriptions added to each specific agenda item; the board approved the current proposed easement.
Financial and regulatory updates: Mrs. Cleo Adams presented the Audited Financial Report for the fiscal year ended Sept. 30, 2023; the board ratified Resolution 2024-05A accepting that audit. Mrs. Adams also presented unaudited financial statements as of Sept. 30, 2024 and asked corporate staff for paid invoices to investigate possible misallocated expenses (engineering overage and contingency reclassification); an error on the General Fund debt service line was reported and said to be corrected in the next financials. Johnson Engineering reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline; staff were told to continue into Year 8 pending the next permit release.
Minutes and scheduling: The board approved amended minutes from Aug. 27, 2024 (removing a Zoom notation) and rescheduled the November meeting from Nov. 12 to Nov. 19, 2024.
