River Ridge CDD appoints Keith Merrill to vacant seat; board adopts officer slate

The River Ridge Community Development District Board of Supervisors appointed resident Keith Merrill to the unexpired Seat 1 on Oct. 22, 2024, and unanimously adopted Resolution 2025-01 to elect officers.
On a motion by Chair Bob Schultz and a second by Robert Twombly, the board approved Mr. Merrill’s appointment to Seat 1, which carries a term through November 2026. Mrs. Cleo Adams, acting as a notary, administered the Oath of Office to Merrill immediately following the appointment.
The board then considered and adopted Resolution 2025-01, presented by Mrs. Adams, to elect officers. The nominations—Bob Schultz as chair, Terry Mountford as vice chair, Kurt Blumenthal and Robert Twombly as assistant secretaries, and Keith Merrill as an assistant secretary—were moved by Mr. Blumenthal and seconded by Mr. Mountford and approved unanimously.
Mrs. Adams and District Counsel Tony Pires reviewed obligations for newly sworn supervisors, including required ethics training, filing Sample Form 1, the Sunshine Law and public records responsibilities, and Form 8B for voting conflicts. Mrs. Adams and Mr. Pires emphasized compliance steps and filing timelines for anyone serving on the CDD board.
The board’s action fills a vacancy that existed at roll call and leaves prior corporate appointments (e.g., the district manager and treasurer) unchanged. The appointment and resolution were recorded as unanimous votes by the supervisors present.
