Planning commission approves temporary fireworks sales permit near Highway 106

The Lincoln County Planning Commission voted unanimously to approve a conditional-use permit for temporary retail fireworks sales at a commercial property adjacent to Highway 106. Tony Brown, planning and zoning staff, recommended approval with seven conditions after describing the site, jurisdictional boundary changes and a revised site plan.
Brown told the commission the application proposes tent-based retail sales June 27–July 5 with hours roughly 9 a.m. to 11 p.m., staffed primarily by the applicant and spouse and restricted by the suggested conditions. "Staff does recommend approval of this conditional use permit with the 7 conditions that were outlined in the staff analysis," Brown said during his presentation.
Applicant Shanshan Wang of Independence LLC and her spouse, Michael Bauchner, told the commission they planned to locate a tent on the property’s parking area and to provide security and operations consistent with county conditions. No members of the public testified for or against the application during the public-comment portion.
Commissioner Green moved to approve the permit with staff’s recommended conditions; the motion was seconded and carried on a unanimous voice/roll call vote. Chair read the roll as recording "yes" votes from Commissioners Mosher, Boots, Schmidt, Green and Scott.
The approval allows the temporary sales under the listed conditions; Brown said future similar uses on the property would require separate county approvals if the temporary-tent restriction is not followed. The permit outcome concludes this agenda item; staff and the applicants will implement the conditions as required.
