Beachwood council adopts multiple operational resolutions, authorizes bids and grants

Beachwood City Council adopted a package of operational measures at its Feb. 3 meeting, voting to accept grant funds, authorize contracts and advertise bids for city projects.

Key adopted measures

- NOPEC energized-community grant: Council authorized the mayor to enter into an agreement with the Northeast Ohio Public Energy Council (NOPEC) to accept an Energized Community Grant of $78,376 to be used toward a municipal energy project. Council noted the funds are available for three years.

- Solar lighting pilot program: Council accepted a proposal from Fran Roche Lighting America for a solar lighting pilot on Ranch Road and Beachwood Boulevard, with fixtures spaced roughly 150 feet apart. City staff stated the cost per fixture, including shipping and installation, is $4,960. Council suspended rules and adopted the resolution as an urgent measure.

- Traffic-control cabinet replacement: Council authorized an agreement with Signal Service Company to replace the traffic-control cabinet at Richmond Road and Harvard Road; city staff confirmed the cabinet and signals at that intersection are city responsibility.

- Pool management contract: Council approved a contract with Brandon R Burns LLC for pool management for the 2025 season at the Beachwood Family Aquatic Center. Staff said manager Sarah Tobin has run prior seasons without major incidents.

- Mobile radios for fire department: Council authorized the purchase of mobile radios from Motorola Solutions Inc. to upgrade mobile and console radios to comply with statewide equipment changes required by July 2025.

- Police vehicles and upfitting: Council authorized purchases of 2025 Ford Explorer police interceptors and a 2025 Ford F-150 on state term for the police department and accepted a quotation for upfitting four vehicles; staff said this purchase is part of a normal vehicle-rotation program to replace high-mileage units.

- Public Works roof: Council moved to authorize the clerk to advertise for competitive bids for the installation of a new roof at the Public Works Department; specifications are being finalized with the selected architectural firm.
