Council hears pavement analysis and utility-rate notices; $230,000 set aside for road repairs

Village staff told the council on Dec. 2 that an Ohio pavement analysis ranks nearly 46% of New Lebanon’s roads in the worst condition, and recommended repair approaches including crack sealing and 2-inch mill-and-fill for certain streets. Staff said the village has set aside $230,000 for road repairs next year and will forward the full pavement report, including recommended products and vendors, for council review.
"Almost 50% of our roads are in the red section," a staff member said, summarizing the assessment. He added that the village needs to shift to strategies that stretch available dollars instead of relying on large loan packages the village has used in the past.
Staff also reported a notice from Rumpke, the solid-waste contractor, that a per-residential-unit generation fee will increase by 6 cents beginning Jan. 1. The staff member cited internal calculations showing a generation-fee component rising from about $3.00 to $3.65 and an illustrative household figure changing from $16.20 to $16.26 in the example cited at the meeting.
Council asked staff to review the pavement analysis more fully and to return with recommended priorities and costs. No formal vote on road financing or rate-setting occurred at the meeting.
