Council approves $8,100 emergency appropriation to replace court building HVAC controller

The New Lebanon Village Council adopted Ordinance 2025-17 on Dec. 2, 2025, approving an emergency appropriation to replace the court building’s failed JACE HVAC controller. A staff member told council the controller failure contributed to frozen pipes and damage to the court building and that the replacement was necessary for the building to pass inspection.
"It's $8,100 to replace this JACE," the staff member said, noting the replacement estimate was lower than an earlier $10,000 request. He described the device as a Honeywell JACE that had locked the system and prevented manual control; the new installation will allow administrative access to heat and air controls.
Council debated and then voted on the emergency appropriation. The vote was recorded as 6–1 in favor; one council member opposed. After the vote the chair declared the motion carried, and the staff member said the replacement will restore heating control and help prevent further freeze damage.
The ordinance was described as an emergency measure so the village could proceed with repairs before the coldest winter weather, and staff said work crews are already scheduled to make the replacement.
