Committee members said they found inconsistencies between historical and current budget figures during a public hearing on the district’s proposal. Chair Elsie DiBella called attention to a letter from JBVD resident Dominique Winebaurm about fire hydrant flushing; resident Patty Sullivan offered several public comments and concerns related to district services.
Members discussed routine services — including lighting, plowing and sidewalks — and expressed a consensus that the district needs a new team of people to address persistent issues and to provide a clearer narrative explaining budget requests to residents. Committee members emphasized that clearer explanations and outreach are needed before the district schedules its annual meeting. The committee noted that, once the Budget Committee formally recommends the budget, the district’s annual meeting may be scheduled.
The committee’s recommendation clears the way for the district to present the budget to voters at its annual meeting; committee members also flagged the need for stronger communication to ensure district residents are aware of and can attend that meeting.
