Board approves Town of Pound boundary adjustment over two dissenting votes

Leaburn Kennedy, representing the Town of Pound, told the board the boundary change would allow the town to collect tax revenue from any future economic development on the specified parcels, and she emphasized the adjustment was unrelated to questions about the town charter. Several residents spoke in favor, citing potential local economic benefits; others opposed the change during the public hearing, expressing concerns that the adjustment could affect county tax base or services.
Randy Carter moved to approve the boundary adjustment and Bob Adkins seconded. The motion passed with six supervisors voting yes; Chairman J. H. Rivers and Supervisor Steve Bates voted no. The board took no additional amendments to the proposal at the meeting.
Board members discussing the vote recognized both the town’s interest in attracting revenue and residents’ expressed concerns. The boundary approval will be recorded with the county and town as part of the standard implementation process.
