Council approves VEBA MOU allowing certain leave payouts for Wenatchee Police Guild

The Wenatchee City Council approved a memorandum of understanding with the Wenatchee Police Guild that establishes a designated VEBA administrator and allows eligible retiring and separating employees to have accrued vacation and sick leave payouts deposited into VEBA accounts.
A staff presenter explained the MOU designates a Voluntary Employees' Beneficiary Association trust as the VEBA administrator and permits each eligible employee to contribute $100 monthly for the remainder of 2026. "Eligible retiring and separating employees will have accrued vacation and sick leave payouts deposited into the VEBA accounts," the presenter said.
The MOU also allows the guild to adjust contribution amounts annually with notice and schedules a program review in 2028 to discuss potential enhancements, including the possible inclusion of additional leave banks.
A council motion to authorize the mayor to execute the MOU passed by voice vote; the transcript records 'motion carries.' The city noted a small fiscal saving in reduced FICA payout obligations when leave balances are deposited into VEBA accounts.
