"When we budget the beginning fund balance... we're making estimates... and we tend to be a little bit conservative," he said, asking the council to focus on the appropriation column for legal compliance.
Council Member Harold moved the ordinance, a council member seconded, and the motion carried. The finance director said additional amendments may be required later in the summer and again in December as estimates are refined.
