Eliot Select Board approves remanded Arcanna cannabis license, accepts climate assessment and several routine motions

The Eliot Select Board on Jan. 8 unanimously approved multiple routine items and one court‑remanded license, and accepted a state‑funded climate vulnerability assessment.
Town Manager Michael Sullivan told the Board that the Maine Law Court found the town improperly denied Arcanna LLC’s manufacturing license based on application timing and recommended the license be issued. "The Law Court disagreed essentially, as I understand it, about the timing of when an application is filed," Sullivan said; the Board voted 4–0 to authorize an Adult Cannabis Manufacturing License for Arcanna LLC at 290 Harold L. Dow Highway (James Folan, manager).
Also approved without dissent were the minutes of Dec. 11, 2025; the renewal of an Adult Use Cannabis Manufacturing license for Organic Goods (William Dunphey, manager); acceptance of the Town Manager's report to be posted online; and a transfer from the Administrative Reserve Fund not to exceed $2,396 to balance the Senior Tax Assistance Fund for FY25. The Board approved payroll warrants (#53, #55, #57, #59, #60, #62) and accounts payable warrants (#54, #56, #58, #63) by roll call (votes recorded as 4–0 each).
During public comment, architect and resident Glen (spelled in parts of the record as "Glenn") MacWilliams urged the Town to require stamps/seals on professional submittals to comply with MRSA Title 32, Chapter 3‑A, saying such documentation protects public health, safety and welfare. Chair Widi said the Board would review MacWilliams’ letter and would not comment further while the matter is under review.
The Board tabled a proposal to set application and renewal fees for event center licenses so staff can return with a cost breakdown and revised notification process. The meeting adjourned at 7:11 PM.
