District leaders report enrollment dip, $200,000 bus grant application and new transportation director hire

At the Oct. 14 Garfield County School District No. 16 board meeting, district staff gave brief operational reports covering enrollment, payroll scheduling, transportation and professional development.
Chelsey Gerard, the district’s Chief Financial Officer, told the board, "The budget reflects the student count at 1,158. As of today, the district is down 7 students. The various systems will be cleaned up by the end of the year. Bi-monthly pay will be implemented by July 1, 2026." Those figures and the payroll-schedule change were presented as part of the CFO’s routine budget update.
Nathan A. Humphrey, Chief of Operations & Innovation, reported the district has applied for a Garfield County Federal Mineral Lease District grant for $200,000 to purchase one school bus and said a newly hired Director of Transportation will begin employment on Nov. 4, 2025. Humphrey’s remarks accompanied an agenda item authorizing retroactive payment for school bus repairs, which the board approved.
Assistant Superintendent Amber Clark announced a district-wide professional development day scheduled for Monday, Oct. 19, 2025. Superintendent Dr. Jennifer A. Baugh added that road construction on the Parachute overpass has caused some delays.
These operational updates accompanied decisions on grants, personnel exceptions and an audit-extension request earlier in the meeting. The board adjourned at 7:39 p.m.
