Richmond selectboard names new DRB member, sets FY25 municipal tax rate and approves multiple administrative actions

The Richmond Selectboard on July 1 carried a slate of procedural and fiscal actions including a key appointment to the Development Review Board, finalizing the municipal tax rate for fiscal year 2025, creating an ad hoc committee to pursue funding for a proposed recreation/bike path, approving an interdepartmental vehicle transfer and authorizing a loan amendment for wastewater planning.
The board voted unanimously to appoint developer Matt Paresi to the Development Review Board to fill a vacancy through 2027 after Paresi described his development experience and pledged to recuse himself from matters with a direct conflict. Jay moved and Lisa Miller seconded the appointment; the recorded voice vote showed approval from board members present.
Town staff presented the calculation used to set the municipal portion of the FY25 tax rate — staff walked through the general fund amounts, expected revenues and adjustments for voter-approved conservation and charitable appropriations as well as veterans exemptions. Following discussion, the board voted to set the municipal tax rate as presented.
On infrastructure planning, the board created an ad hoc committee to explore outside funding for a recreation/path project linking Riverview Commons, the park-and-ride and downtown Richmond and appointed Gary Brether to that body. The committee’s charge is to identify grant and fundraising options that minimize local taxpayer obligations.
The board approved an internal transfer of the Fire Department’s 2009 Chevrolet Silverado 3500 HD brush truck to Water Resources for $20,000 after staff and Water Department representatives described vehicle condition and needed customization if purchased new. The board also approved an amendment to the town’s Clean Water State Revolving Fund loan, adding $76,500 to fund outreach, ordinance review and planning work for the 20‑year wastewater facility evaluation; the loan will be repaid by water/wastewater users.
Several purchase orders and warrants were approved, including match funding for a Cochran Road study with CCRPC and monthly invoices for Hinesburg Police services. The board approved draft minutes for the June 17 regular meeting and a June 24 special meeting focused on Bridge Street safety and adjourned at about 10:02 p.m.
