Medina County housing authority reports shelter use, supportive housing progress and a $15 million renovation

Tom O’Connell, executive director of the Medina Metropolitan Housing Authority, updated the Medina County Board of Commissioners on May 19 about the Next Step Up emergency shelter and two housing capital projects.
O’Connell said Next Step Up, which opened Feb. 28, 2025, has served 285 individuals and 31 children since January; it averages 23 of 27 beds occupied nightly. Since January, 16 guests have signed lease agreements, and MMHA is averaging six guests per month securing sustainable employment. A fundraiser in February raised roughly $52,000 to support operations.
O’Connell said the Lafayette project, 10 units of permanent supportive housing, is now more than 50% complete with an adjusted mid‑September completion date following weather delays. He added MMHA is working to allow some Next Step Up guests to transition directly into Lafayette when units are ready.
Regarding Northview Manor, O’Connell said MMHA is working to close financing on the renovation of the 85‑unit affordable housing property, describing it as roughly a $15,000,000 investment in partnership with CHN Housing and targeting a July 1 financing close and a roughly 17–18 month construction timeline.
The board did not take action on these updates; O’Connell requested and received no further direction from the commissioners in the minutes. The updates provide near‑term implementation milestones that county staff and partners will monitor in coming months.
