AFTON, Wyo. — The Afton Town Council on Aug. 8 adopted Ordinance 642 on third and final reading to create a local improvement district (LID) for the Haderlie Fifth Addition.
The ordinance, presented by Mayor Joel Neuenschwander, describes the improvements as road, sewer, lighting and signage work in the NE1/4SW1/4 of Section 31 and estimates total project cost at $57,380.00. The ordinance sets an estimated assessment of $144.16 per linear foot for each platted lot bordering the east side of Madison Street in the LID area, with repayment to the town general fund for up to 10 years at an interest rate not to exceed 6% per year.
The ordinance cites Resolution 2017-04 and states no objections to the resolution of intention were received by the town clerk. Councilman Jason C. Inskeep moved to pass Ordinance 642 on third and final reading; Councilman Tom Davis seconded. Mayor Neuenschwander voted in favor and the motion carried, making the ordinance effective upon third reading.
The ordinance requires petitioners to prepare plans and submit them to the town engineer for approval. Property owners and residents affected by the LID can expect assessments calculated on the linear-foot basis described in the ordinance once final plans and assessments are determined.
