Council approves PUD split with utility hookup conditions; passes two ordinances on water service and a local improvement district

Afton — The Afton Town Council approved a planned unit development (PUD) application July 11 to divide Building D of the Townhomes on the Green into three separate units, subject to conditions from Planning & Zoning and the Afton Utility Board.
Town Administrator Jonathan Teichert presented the application submitted by Surveyor Marlowe Scherbel on behalf of Diversified Property Holdings, LLC. The Afton Utility Board advised that the owner must purchase two additional water and sewer hook ups so each resulting unit can be served by an individual meter. The Planning & Zoning Board approved the PUD conditioned on onsite storm water retention storage, sump storage, ground water recharge being located onsite, individual water and sewer connections for each unit, and a requirement that substantial modifications to the project require additional permitting. The council accepted Planning & Zoning’s recommendation and authorized the mayor to sign the plat once all conditions are met.
Separately, Mayor Joel Neuenschwander presented Ordinance 641 for second reading, described in the minutes as an ordinance limiting future water and sewer service to properties located within the municipal limits and boundaries of the Town of Afton. Town Attorney Dale Cottam was asked to continue researching options; after discussion Councilman Inskeep moved to pass Ordinance 641 on second reading and the motion carried.
The council also passed Ordinance 642 on second reading, creating a local improvement district for the Haderlie Fifth Addition to the Town of Afton.
The minutes record the PUD approval and the passage of both ordinances; the PUD action is conditional on completing the listed utility hookups and stormwater measures before the plat will be signed.
