Jefferson City Council approves three rezonings, including Missouri Chamber renovation

The Jefferson City Council on June 15 approved three separate rezoning measures that city staff said will allow commercial redevelopment at two suburban sites and a planned-unit-development (PUD) renovation along East Capitol Avenue.
Council adopted bill 2026-00005 to rezone 20.6 acres at 2117 Christy Drive from RS2 (low-density residential) to C2 (general commercial). Tim Crockett of Crockett Engineering Consultants, representing property owner GRD Properties, told the council the rezoning would allow a likely expansion of the adjacent vehicle dealership. No one spoke in opposition during the public hearing; Councilmember Joe cast the lone recorded vote against the measure and the ordinance passed.
The council also approved bill 2026-00006 to rezone 4.1 acres at 3701 West Truman Boulevard from C1 (neighborhood commercial) to C2 to permit demolition and replatting for new commercial lots. Kevin Gy of American Realty Development said the owners plan a smaller bank branch and additional commercial lots; the item passed on roll call after no public opposition.
In downtown Jefferson, the council approved bill 2026-00007 to rezone 0.5 acre at 428 East Capitol Avenue from MU1 to a Planned Unit Development and approved the accompanying PUD plan. Jennifer Wilson of Inform Architecture and Cara Cortez, president and CEO of the Missouri Chamber of Commerce and Industry, described exterior upgrades, a rooftop terrace and an interior renovation that would create an event space for up to 230 people. Council members asked about nighttime lighting; the project team said lighting hours could be managed to reduce impacts on nearby residents. Camp Peter recorded an abstention; the bill passed.
Why it matters: The rezonings open sites for commercial growth (dealership expansion and mixed downtown uses) that city staff argue will help economic development and downtown activation. Critics raised habitat and green-space concerns during the identical meeting that also featured a pollinator proclamation.
Next steps: The ordinances take effect after required processing and mayoral signature; project proponents said site planning and construction timetables will follow applicable permitting processes.
"C2 exists to the north and to the south," Tim Crockett said when describing the Christy Drive parcel, and Cara Cortez said the chamber expects the Capitol Avenue renovation to be completed in 2027, its 50th anniversary year.
