Oklahoma City — The Statewide Virtual Charter School Board held a special hearing April 29 at the Oklahoma History Center to consider terminating the charter contract of Proud to Partner Leadership Academy, Inc. (PTPLA), hearing multiple SCSB staff witnesses and representatives of PTPLA before adjourning and scheduling a continuation for May 11, 2026.
The Board authorized Assistant Attorney General John Hadden to "open the record, answer board questions, and answer objections in the individual proceeding," a motion moved by Damon Gardenhire and seconded by Bill Pearson that carried unanimously. Petitioner counsel invoked administrative rule 777:1-1-9(k)(2)(B) to sequester witnesses other than each party's designated representatives.
Petitioner witnesses testified about alleged operational, special education and financial problems at PTPLA. Dr. Rebecca Wilkinson, Executive Director, described site visits, PTPLA's application and contract history, a physical altercation at the school and concerns with the school's special education services and child nutrition program. Dr. Jaycie Smith (Academic Compliance Officer) testified about alleged deficiencies in special education and compensatory services, PTPLA's accreditation shortcomings and what Dr. Smith described as possible FERPA violations. Amy Young and Katherine Black discussed accreditation and financial reporting concerns. Skyler Lusnia (Director of School Performance) summarized notifications, the notice of probation and the procedural history leading to the termination proceeding.
Respondent witnesses included Dr. Sharri Coleman, PTPLA's board president, who described the school's founding, staffing and communications with SCSB staff. A parent, Tahri Hooks-Gresham, provided testimony on behalf of a student. Respondent counsel submitted written statements from three additional individuals in lieu of live testimony. Counsel for PTPLA indicated one witness, Superintendent Dawn Bowles, remained to testify.
No final decision was reached April 29. The Board recessed the hearing and set a continuation for 9:00 a.m. on May 11, 2026, to complete testimony and deliberations. The meeting was adjourned at 6:49 p.m.
What happens next: The continuation is scheduled for May 11, 2026, prior to the Board's regular meeting; the Board will hear remaining testimony and then deliberate on whether to terminate PTPLA's charter contract.
