Under the draft schedule staff expects an application by June 15, with an initial board-level completeness review on July 14 and a hydrologist background presentation at a June meeting. If deemed complete, the first public hearing would be Aug. 11; the board discussed scheduling continuations on Aug. 18 and Aug. 25 and completing deliberations in September (options include Sept. 8 or Sept. 22), consistent with statutory notice windows. The current permit expires Dec. 15, which leaves time for the process to run to conclusion even if multiple hearings are required.
Staff recommended holding the applicant presentation and public hearings on regular Select Board meeting nights but devoting a defined time block (for example 6 to 8 p.m.) to the Poland Spring presentations and allowing continuations to the next scheduled meeting if necessary. Board members emphasized the need to publish the application two weeks before the presentation so the public and board have time to review materials.
"If it's complete, the process keeps moving forward; if not, we'll schedule completeness review and follow the 45-day window for public hearings," a staff member said. The board asked staff to finalize the timeline, confirm public-notice requirements, and set reasonable time limits for public comment during hearings.
