Council approves Beaver Pond beautification expenditures, allocates funds for trail improvements and water testing

The Westbrook City Council voted June 15 to authorize Recreation and Conservation Commission expenditures of up to $11,000 for the Beaver Pond Beautification Project, with up to $8,000 allocated to Portland Trails for trail improvements and up to $3,000 for water-quality testing equipment.

Rebecca Spatella, director of planning and code enforcement, told the council the proposal aims to reintroduce Beaver Pond as a neighborhood 'sense of place' through modest trail improvements, signage and water-quality testing to inform future steps. "It's meant to be more passive," Spatella said, describing the initiative as neighborhood-focused rather than a destination park.

Spatella said prior tests indicated periods of high summer temperatures and elevated ammonia that limit aquatic life; the proposed monitoring will help staff understand whether seasonal stocking or other interventions are feasible. She also said the commission has discussed debris removal and potential invasive-species management but has not yet set a detailed cleanup plan.

Councilors asked about public use expectations, environmental impacts, parking and safety; staff responded that existing cemetery parking has accommodated past site visits and that a 15-foot separation between sidewalk and water provides an adequate buffer for pedestrians and bicyclists. The council voted unanimously to adopt the order.

Staff indicated they will coordinate post-construction site walks and community outreach as work proceeds.
