Council adopts ordinance tightening rules on pool dewatering and illicit discharges

Sanibel’s City Council voted unanimously on Tuesday to adopt Ordinance 26‑012, which clarifies city code on pool dewatering, improper disposal to the sanitary sewer system and adds a new illicit‑discharge section.
City Engineer Oisin Dolly told council the update "clarifies and solidifies the procedures related to both pool draining and pool dewatering" and distinguishes the two activities while adding restrictions on illegal disposal through the sewer system.
The ordinance as read by the city attorney amends Chapter 30 (Environment) by adding section 30‑38 (unlawful draining of pools and spas), modifies section 30‑39 (unlawful dumping into water storage areas), and amends Chapter 70 (Utilities) to add section 70‑86 on illicit discharges and to adjust definitions and unlawful connection provisions.
Councilmember Smith moved to adopt the ordinance and the motion was seconded; the city clerk called a roll‑call vote with Councilmembers DeBruce, Henshaw, Miller, Smith and Johnson recorded as voting yes. The ordinance will be codified and take effect per the language in the ordinance.
Mayor Miller thanked the city engineer and staff for their work in preparing the ordinance. No public comments were offered during the hearing on this item.
