Worth County Board adopts $25.34 million budget, approves drainage claims, transfers and salaries

The Worth County Board of Supervisors met June 15 and unanimously adopted the county’s fiscal year 2026–27 budget, approved interfund transfers and a county salary schedule, and authorized drainage claims and related repairs.
Chair Enos Loberg presided; Supervisors Mark Smeby and A.J. Stone voted with Loberg on all motions. The board first approved the meeting agenda and the June 9, 2026 minutes. It then approved a 28E law-enforcement agreement with the City of Northwood by roll call vote (Aye: Smeby, Stone, Loberg).
The board approved drainage claims totaling $165,923.31 covering professional services, damages, publications and repairs. Major payments listed in the claims schedule included multiple invoices to Rognes Bros Excavating Inc. for DD 14 repair work (payments of $64,069.11, $17,473.40, $17,473.40 and $17,473.40 are listed in the claims schedule). The board also approved a work order for DD 11 – Main F after a recommendation attributed in the record to Frank Salvitor, who identified damage while spraying in the district.
The board adopted Resolution 2026-17 setting appropriations for FY2026–2027 with a grand total of $25,339,848. Key line items in the adopted appropriations included Engineer $7,798,700; Capital Projects $5,002,727; Sheriff $2,299,168; and Non-Departmental $3,662,150. The resolution states appropriations become effective July 1, 2026, and lapse June 30, 2027, and cites Code of Iowa authority (Section 331.434).
By separate resolution (2026-18) the board authorized periodic interfund operating transfers for the coming fiscal year, including maximum transfers of $107,062 from the general basic fund to the secondary road fund, $1,526,916 from the rural basic fund to the secondary road fund, and $2,605 from the general basic fund to the emergency medical services fund. The resolution cites Code of Iowa Section 331.432.
The board also adopted Resolution 2026-19, establishing the county’s salaries and pay types for elected officials and staff for FY2026–2027. The resolution lists individual salaries and hourly rates across departments; examples listed in the resolution include Auditor Jacki A. Backhaus at $79,622, Engineer Richard C. Brumm at $161,358.79, and Sheriff Jesse Earl Luther at $109,531.71.
All recorded motions were reported as carried; recorded roll-call votes that appear in the minutes show Smeby, Stone and Loberg voting Aye. Auditor Jacki A. Backhaus attested to the resolutions and the minutes. The meeting adjourned at 9:39 a.m.
Actions taken at the meeting become effective according to the resolutions’ stated dates and applicable Iowa law.
