Staff noted that several lots will still require separate site plan reviews and that the applicant expects to submit the revised plan to Portland for administrative approval after this board’s action.
The approval included the waiver to allow additional time to record the plan because coordination with Portland can be slow; staff supported the up to 150‑day extension. The board adopted the motion and voted unanimously by roll call.
Next steps: the applicant will submit the recorded plan and follow related site plan reviews for individual lots in Phase 3.
