The Westbrook Planning Board voted unanimously to approve the third amendment to the Rock Row South Campus subdivision, adopting the findings and conditions in the staff memo and granting a recording extension of up to 150 days. The motion also incorporated a previously approved waiver of a joint meeting with Portland.
Ian McKinnon of Jones Beach Engineers said most lot‑line changes are adjustments driven by the need to separate parcels for different development entities while retaining cross‑easements and a master condominium (REA) that will allocate maintenance and cost responsibilities across Rock Row. Staff noted that several lots will still require separate site plan reviews and that the applicant expects to submit the revised plan to Portland for administrative approval after this board’s action.
The approval included the waiver to allow additional time to record the plan because coordination with Portland can be slow; staff supported the up to 150‑day extension. The board adopted the motion and voted unanimously by roll call.
Next steps: the applicant will submit the recorded plan and follow related site plan reviews for individual lots in Phase 3.
