Westbrook council approves permits, closures and several small expenditures

At its May 18 meeting the Westbrook City Council approved a series of routine orders and resolves, voting unanimously on a package of permits, road closures and small capital or maintenance expenditures.
The council approved second‑and‑final readings of Orders 2026‑57, 2026‑58 and 2026‑59 to (1) authorize an agreement with Port City Architects for a public safety building feasibility update, (2) purchase a replacement gas meter for the fire department and accept grant funds, and (3) enter a municipal partnership agreement for Circle Street roadway improvements. Councilor Reardon moved the items together and the roll‑call vote was 7–0 in favor.
Council also approved Resolve 2026‑12 authorizing road closures for the Memorial Day parade on Monday, May 25 (specified streets, 9 a.m.–11 a.m.), and Resolve 2026‑13 permitting overnight full closure and related daytime single‑lane closures for water utility work tied to the 984 Spring Street residential project. Developer Justin Lockman of Procopio Companies said the work would take place May 26–28, with traffic officers stationed at Thomas Drive/Spring Street, variable message boards and door‑to‑door flyers for residents.
The council granted first‑and‑final reading to Order 2026‑60 approving the mass‑gathering permit and road closures for Westbrook Together Days, scheduled Friday, June 5 and Saturday, June 6, 2026.
Other approvals included confirmation of an emergency expenditure (Order 2026‑61) of $8,348.30 to Chrisman Pool Service for a motor replacement at the Davenport Indoor Pool and (Order 2026‑62) acceptance of a $5,000 donation from the American Online Giving Foundation for purchase of five large‑diameter supply hoses (total purchase $6,850). The council also authorized $30,000 in Recreation and Conservation Commission funds to Westbrook Trailblazers for trail grooming equipment (Order 2026‑64). All motions passed by roll call, 7–0.
During public comment, Sue Fothergill urged support for a moratorium on data centers while environmental and community impacts are studied, and Dennis Maraud announced a Red Cross blood drive on June 12 and flagged concerns about e‑bike headlight glare and safety along Main Street.
The council adjourned after completing the evening’s agenda.
