Old Town council approves liquor licenses, special-event waivers and a mobility agreement; moves to executive session

The council accepted an after-deadline redemption for a foreclosed property at 114 Bosworth Street for the owners identified in the agenda as Richard and Elizabeth (surname in the transcript was unclear) and authorized the city manager to execute a municipal quick-clean deed. The agenda and staff resolution include two different dollar figures: the item text listed a payment of $225.98, while the resolution language in the agenda reads a total of $2,259, which the transcript says "includes interest and lien cost and further authorize the city manager to execute a municipal quick clean deed." The body approved a proclamation recognizing Constitution Week, Sept. 17–23, sponsored by the local chapter of the Daughters of the American Revolution. Councilors also approved two special events and waived city fees because they are nonprofit or city events: a "Carrying Community Cupboard" yard sale/flea market in the Old Town Professional Building parking lot on Sept. 21, and the Riverfest weekend of Sept. 28–30.
On a separate item, the council accepted and signed an operating agreement with Tandem Mobility and amended the approval to designate that "Bill" sign the agreement on the city's behalf rather than requiring the full council signature; the council approved the amendment and the agreement conditionally as proposed.
Before adjourning the open meeting, the council voted to enter executive session to discuss an economic development matter pursuant to "Title One MRSA section 405 subsection 6C." The open meeting recessed afterward; the transcript records music as the meeting moved into closed session.
The meeting included a report from the council president praising airport board fundraising and noting an "Auto Flyin" planned for next June, and a city-manager update on the Luell Nest bridge project and scheduled night paving (noted date ranges in the transcript for night paving: the 11th–13th and 16th–19th) as well as a reminder about Riverfest.
