County approves airport design amendment and ALP update grant to support parallel taxiway project

Martin County’s Board of Commissioners on April 8 approved a design amendment and a state planning grant to advance work on a full parallel taxiway and the Airport Layout Plan (ALP) for Martin County Airport.
Amendment #2 to Work Authorization #6 with airport consultant W.K. Dickson adds $13,975 for additional topographic survey and design revisions prompted by an FAA review that identified alternative Taxiway A2 locations. The NC Department of Transportation issued an additional $15,000 grant to cover the amendment costs. The change addresses FAA concerns about taxiway profile and alignment and will allow the county to complete design and bidding documents for the proposed taxiway.
Commissioners also approved a state grant award of $237,283 for an ALP update, which will produce a narrative and drawing set to guide airport development for the next 20 years in accordance with FAA Advisory Circular AC 150/5070‑6B. County staff said no local match was required for the ALP grant.
County Manager David Bone said a full parallel taxiway would improve safety by enabling aircraft to be moved off the runway during takeoffs and landings and would help attract larger aircraft. The ALP update and completed design work will position Martin County for future construction discretionary funding during the FAA’s FY2021 cycle.
Both the design amendment and the ALP grant agreement were approved unanimously by the board. Next steps include completion of the revised survey and design work, final ALP deliverables, and pursuing construction funding when available.
