Public comments: Miss Canal Winchester highlights volunteer year; resident urges tougher distracted‑driving penalties

During the public‑comment portion of the Aug. 19 meeting, community volunteers and residents addressed council on local service and traffic‑safety proposals.
Julia Piney, who identified herself as "your 2023 Miss Canal Winchester and Miss Congeniality," outlined the court's year of community service — school supply drives, festival volunteering, Salvation Army bell ringing and service at the senior center — and said the court will host a Labor Day luncheon for more than 50 pageant participants. "We began our year with a supply Drive benefiting Canal Winchester local schools ... we volunteered at founders day ... and most recently we had the pleasure of cooking and serving lunch at the Canal Winchester Senior Center," Piney said.
Later, Sandra Hooker (who described herself as an ambassador for distracted‑driving awareness) urged the council to increase local penalties for distracted driving, arguing current fines are insufficient when injuries result. Hooker proposed raising second‑offense fines from $150 to $750 and increasing penalties to $1,000 where injury or paralysis occurs. She called for stricter enforcement and criminal consequences to deter dangerous driving.
Council members acknowledged the concern and Law Director Mr Bo noted common escalation in penalties for repeat offenses and the enforcement challenges of device‑based violations; staff agreed to provide additional information and materials for council consideration.
