Council authorizes OPWC application for East Water Street storm‑sewer relocation and approves emergency readings

Canal Winchester moved on an ordinance Aug. 19 to seek funding from the Ohio Public Works Commission (OPWC) for an East Water Street storm‑sewer relocation after staff discovered an old petition ditch and pipe beneath multiple houses and a crawl‑space sinkhole.
City Administrator Matt Peoples explained the migration: "we found [a pipe] underneath a house on East Water Street ... we are looking to get that relocated out from underneath houses ... and looking at some OPWC funding for it; it scored rather well in our mock scoring ... so we're looking at a I believe it's a 45% grant, 55% loan for that project — about a million dollars," he said.
Peoples told Council the city previously relocated a similar pipe on Jennings and believes an easement exists where the new alignment would be placed. Council voted to move ordinance 24‑22 to full Council and then adopted the ordinance on emergency readings so staff could meet OPWC filing deadlines.
Council asked whether property owners would be assessed; staff replied the city had already performed prior relocations and does not plan to assess owners for this relocation. The ordinance was sponsored by Mr Shay and passed by roll call to allow the OPWC application and immediate project work to advance.
