The Chelsea Select Board voted Dec. 18 to extend an existing automobile graveyard, recycling and junkyard moratorium for an additional 180 days, pushing review to mid-2025 while the planning board drafts a proposed ordinance.
Staff told the board the moratorium was adopted earlier in 2024 with a retroactive date of Jan. 1, 2024, and was previously extended because the planning board lacked a quorum to complete drafting. The extension passed after staff said the town had located a model ordinance from another small town that the local planners plan to adapt to Chelsea's context. The proposed ordinance will clarify differences between licensed recyclers and salvage/junkyard operations and add buffer or siting standards where appropriate.
Board and planning-board representatives discussed whether to adopt general standards by business classification or to retain a largely staff-driven review for smaller projects. Planning board members said they expect to prioritize housekeeping edits and create clearer change-of-use standards for larger commercial or industrial projects. The board identified two planning-board meetings in January as a near-term milestone for drafting the ordinance.
Next steps: staff and the planning board will draft the ordinance for review at upcoming planning-board meetings; the Select Board's extension gives the planners 180 days to produce a draft for possible town-meeting adoption.
