She advised trustees that she could hold payment on the additional invoice until the board receives further documentation or a court order requiring payment.
Trustees discussed whether underbidding or contractor error caused the overrun and the fairness of being billed months later; one trustee suggested building a 10% contingency into future contracts to avoid similar surprises. The board did not authorize payment of the additional amount at the meeting and directed administration to seek details from the engineer’s office before processing any further payment.
