Southampton Committee approves payroll direct-deposit ordinance, budget cap bank and other measures; mayor objects to Good Farm change order

Committeeman Mikulski moved to approve Ordinance 2019-01 after a public comment period in which Evie Doherty of Stratford Road said she "believed there is more flexibility with funds when live checks are used." The ordinance passed on roll call with the committee voting to approve.
The committee approved Resolution 2019-40 to transfer 2018 appropriation reserves and a consent agenda including Resolutions 2019-41 and 2019-43 to make adjustments in the Tax Collector's records and accounts. The committee also approved bills for payment by roll call.
A contested vote occurred on Resolution 2019-44, authorizing a change order for the Good Farm Recreation Complex. Committeeman Mikulski moved the resolution and Committeeman Bill Raftery seconded. The roll call recorded four members voting in the affirmative and Mayor James F. Young, Sr. voting no, yielding a 4–1 outcome in favor of the change order.
The committee later approved entering executive session under Resolution 2019-45 to discuss personnel and shared contracts; the record notes no formal action was taken during the closed session. The meeting adjourned at 9:55 p.m.
