Commission approves a slate of payments, budget amendments and contracts during regular meeting

The commission moved through a list of routine financial and administrative items and approved a series of motions by voice vote.

Key outcomes included approval of: a $700 payment to Child’s Professional Services; an invoice payment to SHA Professional Services for $27,524.90; transfer of EMA proceeds into a reserve account for future EMA operations; audited fund balances acknowledged as the beginning balances for FY26; utility, county-fund, solid-waste, ARP, highway and school-fund budget amendments (motions for each item were made, seconded and recorded as passed); and donations to the animal shelter (monetary and non-monetary). The financial-management committee also presented and the commission approved a FY27 grant contract between the Tennessee Department of Health and Carter County for $933,636.

Other business: the commission approved updates to the county employee handbook (bereavement and medical-insurance sections) and acknowledged FY25 audit results from the Tennessee Comptroller’s Office. A contract for forensic pathology consulting services with East Tennessee State University was approved.

What it means: The approvals advance multiple ongoing county operations, capital projects and grant-funded programs. Several budget amendments moved monies between reserve accounts and fund lines; staff said some reimbursements were in process and could be delayed until July or August because of fiscal-year-end processing.

Next steps: Implementation will proceed through responsible departments; specific projects and contract terms will be executed by county staff and returned to committees as required.
