Westbrook — During a Jan. 12 special meeting, the Westbrook City Council approved several routine orders and resolves and advanced two items for additional readings.
On first and final reading the council approved Resolve 2026-03 appointing election clerks (vote 7-0) and Resolve 2026-04 confirming Cliff McCarthy to the Zoning Board of Appeals (vote 7-0). The council also approved Resolve 2026-05, a resolve regarding LD 1829 (a proposed state bill on housing density and housing policy), on a unanimous voice vote; the minutes list the resolve and record the council’s approval but provide no formal text of the council’s position beyond the agenda description.
Council approved Order 2026-03 (authorizing an annual CCTV software subscription for the Wastewater Division and amending the FY25-26 vendor list) and Order 2026-04 (authorizing purchase of a replacement utility tractor and rotary broom) on a combined motion; both were adopted unanimously (7-0). Order 2026-05 (approval to accept a criminal forfeiture asset) passed on first and final reading with a recorded 6-0 vote; the minutes note Councilor Amy Faulkingham was absent for that recorded vote.
Council held first readings for two items requiring a second reading: Order 2026-06, authorizing Task Order No. 7 with Credere Associates for topographic survey work on the Riverwalk North project, and Order 2026-07, authorizing an agreement for health and wellness screenings; both motions passed their first readings (6-0), with Councilor Amy Faulkingham absent for portions of the votes as noted in the minutes.
The minutes list committee items remaining in committee (Residential Landlord Registration; Remote Participation Policy; Austin Street Extension; Central Street traffic concerns; memorial areas; Haskell Street traffic calming) and record no referrals. The meeting adjourned at 8:11 p.m.
The minutes do not supply contract dollar amounts, vendor names (except Credere Associates as the consultant for the Riverwalk item), or full texts of resolves; the council’s procedural approvals will be followed by department-level procurement and implementation steps where applicable.
