Salem City Council unanimously approves salary changes, budgets, procurement and infrastructure projects
Summary
At its regular meeting council approved a package of ordinances and resolutions including a salary ordinance, fiscal-year appropriations, procurement for water/wastewater chemicals, a South Ellsworth water-main replacement contract authorization, an ODOT resurfacing authorization, and an MOU with police bargaining units; votes were recorded by roll call and were unanimous.
Salem City Council moved through a series of suspended-rule motions and roll-call votes that resulted in unanimous passage of several ordinances and resolutions during its regular meeting.
Ordinance 251118-67: Council voted to adopt an ordinance superseding a prior pay ordinance to establish and adjust salaries, wages and benefits for non-represented city and elected officials and declared an emergency so the ordinance could take effect immediately. The motion to waive rules and to read the ordinance by title was made by Mr. Null and seconded by Mr. Stockman; the roll-call vote was recorded as unanimous.
Ordinance 251202-71: Council adopted the appropriations ordinance to make appropriations for current expenses and other expenditures for the year ending Dec. 31, 2026, again suspending statutory rules and declaring an emergency; the roll call recorded unanimous approval.
Ordinance 251216-73: The council considered an ordinance authorizing appropriations and transfers. During discussion members asked whether a $4,000,000 municipal lodging tax fund line should be removed; after discussion members concluded unused appropriations would roll back into the general fund if not spent and proceeded to approve the ordinance by roll call.
Ordinance 74: The council authorized the utilities superintendent to advertise for bids and enter into contracts to purchase water and wastewater chemicals and miscellaneous items for March 15, 2026 through March 14, 2027; statutory rules were suspended and the ordinance passed unanimously.
Resolution 75: Council authorized the Salem Utilities Commission, through the utilities superintendent, to advertise for bids and enter contracts to replace the water main on South Ellsworth Avenue (Railroad Street to south of Etna Street); the resolution included an emergency clause and passed unanimously.
Resolution 76: Council authorized the Ohio Department of Transportation to remove and resurface sections of State Route 9 and State Route 14 within Salem and authorized city staff to enter contracts required to comply with the project; the resolution passed with unanimous roll-call votes.
Resolution 77: Council approved a memorandum of understanding with members of the Salem Police Bargaining Units 1 and 2 concerning temporary modified duty; the measure included an emergency clause and passed unanimously.
Council members expressed holiday thanks and bid farewell to outgoing member Mr. Null before adjourning. The meeting included multiple suspended-rule actions; council recorded roll-call votes for each matter.
