Salem council accepts $20,000 donation for drug task force, approves commendations and event permit

The Salem City Council on Jan. 20 approved several routine measures by unanimous roll call.
Council adopted Ordinance 260120-04 with an emergency clause to accept a $20,000 donation from the Columbiana County Commissioners to defray costs for police officers assigned part- or full-time to the Columbiana County Drug Task Force. The clerk read the title and purpose: "to accept a donation to the city of Salem from the Columbiana County Commissioners and to express appreciation for their generous donation of $20,000 for the purposes of defraying costs of police officers assigned on a part-time or full-time basis to the Columbiana County Drug Task Force." The recorded roll call vote was unanimous.
Council also read and approved Resolution 261205 commending Jake Gaino for service as councilman at large (Dec. 16, 2020–Nov. 4, 2025) and Resolution 260120-06 commending Andrew Null for service as councilman at large (June 21, 2016–Dec. 31, 2025). Both commemorative resolutions were read in full and adopted without recorded opposition.
On events, the council approved an event application from GCXC Racing of Youngstown for a Shamrock Run 5K at Waterworth Memorial Park on Sunday, March 8, 2025 (8 a.m. setup, 10 a.m. race start, noon cleanup). The roll call vote to approve the event application was unanimous.
Council additionally scheduled a special orientation meeting for council members at 6 p.m. on Feb. 17 and heard a Rules & Ordinances committee report forwarding a cybersecurity resolution and a proposal to create a city IT department for further council consideration.
