Salem says wastewater plant reaches substantial completion; consent order work to continue

Utilities representative Mr. Donnelly updated Salem City Council that the city's wastewater plant construction work has reached "substantial completion," meaning that the equipment, processes and buildings covered by the consent order are finished and online.
"Substantial completion means that all the equipment and all the processes and buildings that were in the consent order are all finished and the equipment is all online and everything's working good," Mr. Donnelly said. He added that city attorneys have started the process with the attorney general's office to seek lifting of the consent order and that the city hopes that process could be accomplished before the end of the year.
Donnelly invited council members to tour the completed facility when weather permits. He also noted that he has submitted a resolution and an ordinance to the council agenda for consideration that evening (the agenda included separate ordinances and resolutions). Council did not take additional action specific to the consent order at the meeting; the update was provided as part of the utilities report.
