Elizabeth School Committee tables notice items, authorizes superintendent to present roughly $738,000 to town council

The Elizabeth School Committee voted unanimously on March 16 to table two notice items related to the school budget and to authorize the superintendent to present a $738,002.35 figure to the town council.
The Chair opened the meeting and the group moved quickly into new-business discussion of the form-of-notice language required for the budget validation referendum. A staff member who reviewed the numbers told the committee that $121,253 in additional funds had been raised for the school department last year but were not approved by voters, and that after adjusting for that amount the net increase to taxes to be presented would be in the $738,000 range. "There was $121,253 in additional funds that were raised for the school department last year," the staff member said, adding that the adjustment brings the number down to the mid-$700,000s.
The staff member also said $552,564 of last year’s increase was tied to the 2024–25 voter-approved item and that prior cuts (including the SRO, adult education and the athletic trainer) affected this year’s calculations. The presenter said approximately 66% of the funds that were raised for the school department last year were the result of prior budget actions rather than the current baseline.
Committee members questioned timing and whether the board should finalize notice language now or wait until the usual May adoption window. One member asked specifically about using $300,000 from the unassigned fund balance; the staff member said that sum had been added to the line and that, based on recent audits and the district’s history of using reserves for major projects, it appeared sustainable for a few years. Another member asked whether a previously discussed nutrition transfer of about $160,000 remained necessary; the staff member replied that the presented figures include a reduction in the nutrition transfer.
Because several members said the numbers would likely change again before final adoption, the committee moved to table Items 7A and 7B (the notice-related items). The Chair called the motion and announced the tabling vote as 5–0 in favor. Immediately afterward the committee voted, also 5–0, to authorize the superintendent to present $738,002.35 to the town council on the district’s behalf.
The staff member cautioned that the presented figures would be updated before the council and at final budget adoption; the committee did not adopt a final budget amount at the meeting but directed the superintendent to bring the adjusted figure to the council for the next step.
Next steps: the superintendent is scheduled to present the figure to the town council at its upcoming meeting and the committee will revisit the notice text and final numbers at a later meeting prior to May budget adoption.
