Select Board approves payroll and warrants, schedules informational meeting on staffing vacancies

At its Sept. 2 meeting, the Andover Select Board approved payroll and financial warrants, discussed personnel and rental-policy matters and heard several citizen safety concerns.
The board voted unanimously to pay Wage Warrant #10 for $5,152.35 and to amend Wage Warrant #9, increasing it by $1,218.65 to a total of $7,240.74. Motions on payroll were made by Chair Brian Mills and seconded by Brianne Bailey.
On financial warrants, the board unanimously approved payment to GPE for $1,881.00, payment to the Secretary of State for $1,307.00, and the remainder of Financial Warrant #10. All payments were approved by motions from Brian Mills and seconds from Brianne Bailey or Justin Thacker as recorded in the minutes.
Chair Mills proposed — and the board supported — holding an informational meeting to gather citizen feedback on funding for several vacant town positions, including a Deputy Treasurer, Transfer Station staff and emergency management roles. Secretary Susan Mills confirmed budgeted hours for at least one vacancy and the Treasurer located supporting documentation that the hours were budgeted this fiscal year.
The board also tasked Brianne Bailey with revising the Town Property Rental form to ensure nonprofit and for-profit users meet the same standards before bringing it back for approval. Additionally, Barb Simmons agreed to review historical town meeting books (from 1960 forward) to verify the town’s ordinance records are complete.
During public comment, Margaret Madigan raised a playground-safety concern about a baby swing missing lug nuts; the board also heard from neighbor Mark Brown about a potentially dangerous tree along the boundary with the fire station and the missing survey stake that would be needed to reestablish the line prior to any tree work. The board declined to remove trees based on unconfirmed safety claims and said it will reestablish boundaries before acting.
