Andover Select Board approves warrants, accepts bids and sets public meeting on solar moratorium

The Andover Select Board on Aug. 26 approved payroll and multiple vendor warrants, authorized several town projects and directed follow-up on personnel and property matters.
Brian Mills, Select Board chair, moved to approve Wage Warrant #9 for $6,022.09 and to amend Wage Warrant #8 to a revised total of $5,347.86; both motions passed unanimously. The board also approved financial warrants including a payment of $107,742.00 to Andover School and a $31,286.00 payment to First National for a fire-truck bond. Other vendor payments approved included $2,695.00 to MedCare, $5,402.00 to Quality Fence (with an additional $300 gate fee charged to the cemetery renovation account), and $3,400.05 to Alphabet Signs, Inc. for a veterans plaque. All warrant votes were unanimous.
The board accepted a $14,700 bid from Swasey Excavation to reconstruct the Transfer Station ramp and authorized the Transfer Station Supervisor to join the Maine Resource Recovery Association (membership fee $115). The board received single bids for two culvert projects (South Arm $4,200; Sawyer Notch $8,400) but took no action because the work was not budgeted in the 2025–26 roads budget.
On Fire Department matters, the board approved the Fire Chief’s recommendation to dispose of an out-of-service 1987 ladder truck for $5,000 with payment required by cashier’s check and a preapproved removal plan. The chief was directed to obtain multiple quotes for a large-diameter hose (the town previously allocated $14,000; Heiman quoted $13,485.45) and to prepare bid specifications for replacement of the front door of the fire station (estimated $7,680) and coordination of a 6-inch header raise; costs will come from the Fire Station Capital Improvement account.
Chair Mills said the board consulted the town attorney and will notify Lone Mountain Campground not to remove boundary-line tree stumps that serve as historical/deed-referenced markers. A citizen complaint about town equipment stored outdoors — including an out-of-service fire truck — was forwarded to the Oxford County Sheriff’s nonemergency line; the board asked the Road Commissioner to explain why equipment was outside and directed the Fire Chief to post the truck as off-limits if it remains unsold.
The board voted to host a public informational meeting on a proposed solar moratorium at Andover Town Hall on Sept. 16 at 6 p.m.; the secretary will draft the notice, send a bulk mailing and post it to the town website. In executive-session business, the board conducted a confidential review and voted to interview an applicant for deputy treasurer.
The meeting concluded with a motion to gather information on victualing and lodging licensing for potential local implementation and the board approved sending a certified letter response to the Ellis Family Trust. All formal motions recorded in the minutes passed unanimously.
