The Lisbon Falls Town Council voted to remove two small community donations from its proposed FY27 budget after a lengthy discussion about priorities and accountability.
On a motion to zero out two allocations'a $10,000 contribution to Discover Lisbon and a $1,000 donation to LACO'the council recorded a 5'to'2 vote in favor of removing those lines. Supporters said the town needs to be disciplined when capital needs are pressing. "Every time we say yes to something, we're saying no to something else," one councilor said during debate. Opponents urged that the programs provide community value; staff noted the Discover Lisbon line is currently funded from the downtown TIF rather than the general mill rate.
Councilors seeking more accountability asked staff to provide clearer deliverables and financial reporting before any future municipal contribution. The chair said staff will supply Discover Lisbon's agreement and the ABCOG (regional planning) contract details to clarify services and any in-kind town support.
The council left open the option to revisit donations later in the budget process but removed the two identified line items from the current proposed budget.
Next steps: staff will circulate contracted deliverables for Discover Lisbon and written requests from other organizations so the council can decide whether to reinstate any funding as the overall budget is finalized.
