Council previews fee increases; discusses higher nonresident camp fees and scholarship funding

Councilors and staff reviewed a sweeping set of recommended fee changes across permit types, business licenses, and park and recreation programming. Staff said department heads used comparisons to peer towns to set many suggested increases.
Parks and recreation director Mark detailed program-by-program changes, including proposed adjustments to summer day camps and sports camps. Councilors discussed a proposed nonresident summer-camp fee and coalesced around a working figure of $11.50 for nonresidents to better balance access and revenue. "If you decide to do that, then you don't really have to worry about how much money you're gonna take from that fund for capital," one staffer said when explaining an approach to fund scholarships from fee revenue.
Separately a councilor proposed using a portion of fee revenue transferred to the general fund to underwrite scholarships strictly for Lisbon residents so higher nonresident fees would not price out local children. Staff said a sustainable scholarship line could be established as part of the FY27 budget once revenue projections from the new fee schedule are finalized.
The council asked staff to model the revenue impact and return with numbers at the next workshop; some line items were provisionally approved in workshop format while more complex items will be revisited.
