Garfield 16 requests $100,000 budget line as it advances Butler Building project design

Superintendent Dr. Jennifer A. Baugh updated the board on the Butler Building Project on March 11 and asked that the district earmark $100,000 in Garfield 16’s budget to cover upfront planning and design costs.
Dr. Baugh said the district and the Parachute/Battlement Mesa Park & Recreation District have engaged Colleen Kaneda of Dynamic Program Management LLC to assist with the project. A feasibility report has been received and the district plans to issue RFPs/RFQs for design work. Because many grant programs favor funded design work as a prerequisite for construction funding, Dr. Baugh requested a specific Garfield 16 budget line to cover upfront costs. She and Chief Financial Officer Chelsey Gerard identified $100,000 as the appropriate amount to reserve for that purpose; the district intends to seek reimbursement to that Garfield 16 budget line from awarded grants and projected Childcare Center revenue.
Dr. Baugh identified potential grant sources including the Garfield County Federal Mineral Lease District and Congressionally Directed Spending and said Grand River Hospital has expressed interest in partnering on the project. A survey of the property has been commissioned and will be provided to the district by Garfield County upon analysis.
The report was presented as an informational item and no formal board action to appropriate funds was recorded in the meeting minutes. Board members discussed the project and scheduling but the minutes do not record a motion or vote to transfer or reserve the requested $100,000; staff were asked to continue grant development and budgeting work.
