Hayden council approves consent agenda, appoints climate board members; hears housing, energy and RTA updates

The Hayden Town Council approved a multi-item consent agenda and heard a series of staff and council updates on housing, energy and regional transportation.
At the start of the meeting, councilmembers voted to approve payments totaling multiple line items, ratified payments and the minutes of the Dec. 18, 2025 meeting, and approved two appointments to the Routt County Climate Action Plan Collaborative Board (Janelle Gibbons and Jason Quinn). Councilmember Hicks moved to approve the consent agenda and Councilmember Bell seconded; a roll-call vote passed unanimously among the members present.
Staff and council reports covered several projects: Deputy Manager Tegan Ebbert said a Department of Housing grant this cycle will provide a larger per-door award for the Poplar Commons project (the transcript records a $200,000-per-door award for this round versus the program’s normal $65,000 per door); the project is intended to break ground this spring. Town Manager Mathew Mendisco said he and others met with UC Health about expanding local health care access and noted the Colorado Energy Office awarded a grant to bring the Hayden Center HVAC into compliance; further grant proposals will be discussed at a future meeting. Mathew also said Public Works completed more projects while snow removal needs were low and that the geothermal mechanical engineering RFP was released that day.
Mayor Banks reported the newly formed Regional Transportation Authority (RTA) held its first official meeting, electing Commissioner Sonya Macys as chair, Mayor Banks as vice chair and Randy Looper as treasurer; Mathew Mendisco will serve as acting secretary until a hire is made and the board will meet monthly in Hayden. Councilmember Haight raised concerns from Hayden Center dance program parents about insufficient direct communication from program coordinators and asked staff to improve outreach.
Chief Scott Scurlock reported he has returned temporarily to patrol because of staffing gaps and said he is finishing vehicle self-installs to get three cars back on the street and save money.
