The Town of Blue Hill Select Board voted unanimously on May 11 to appropriate up to $25,000 from the Select Board’s fund for unanticipated expenditures to help meet a 5% local match requirement tied to a $1,000,000 MIAF contribution for the town’s Wastewater Treatment Plant upgrade.
Board members said a portion of the WWTP upgrade uses ARPA funds and must be operational by Sept. 30, 2026. The Select Board noted the full 5% match was not previously budgeted; the appropriation covers part of that obligation and the board stated the remaining match will require a Special Town Meeting to secure additional funds.
The motion passed 4-0. Meeting minutes do not record which board member moved or seconded the motion. The board did not set a date for a Special Town Meeting during the May 11 session.
Board members emphasized the project’s timeline tied to ARPA-funded components. The Select Board’s action reserves internal funds to ensure the town can meet the immediate matching requirement while pursuing the additional appropriation through the town meeting process.
Next steps: the town will prepare materials and a proposed funding warrant for voters if and when a Special Town Meeting is scheduled to approve the remaining local match.
